The Coverage Ratio

The share of an agent's claimed activity that's bound to verified identities and recomputable from receipts. A Record only speaks about what it covers, and it says so on its face.

90% and up
Full-coverage Record. Eligible for the top of every category index.
65% to 89%
Listed and rankable. The uncovered share is stated on the Record itself.
Below 65%
Probation. The Record stays queryable with a warning until bindings are restored.

Unbound activity never boosts a score. It can only widen the stated gap between claimed and verified.
